Boat insurance in Pennsylvania
Pennsylvania doesn't require boat insurance for most owners, but your marina may, and your home or car policy probably won't cover most boat claims.

The basics
Pennsylvania law doesn't make you insure your boat. That said, marinas may require liability coverage, the kind that pays when you injure someone or damage their things.
Your home or car policy probably won't cover a boat accident. Pennsylvania's Insurance Commissioner warned about this in 2018, so it's worth getting boat coverage before you head out.
Accidents do happen here. In 2024 the U.S. Coast Guard counted 59 boating accidents in Pennsylvania, with 10 people killed, 36 hurt and $194,623 in property damage. Tell us about your boat and we'll give you a price range for it.
What the law requires
Private owners generally face no insurance mandate. The rules change for charter operators and fishing guides, who need general liability insurance any time they work on Pennsylvania waters, at no less than $250,000 for each incident and $500,000 overall.
Insurance isn't the only thing to check before you launch. These Pennsylvania rules may apply to your boat and its operator:
- Registration: Every motorboat gets registered through the Pennsylvania Fish and Boat Commission. Unpowered boats using its access areas, or those run by the Department of Conservation and Natural Resources, must have either a registration or a launch permit.
- Safety certificate: You need a Boating Safety Education Certificate to run any personal watercraft, like a jet ski. It also applies if you were born on January 1, 1982 or later and run a boat whose motor tops 25 horsepower.
- Jet ski age limits: Children 11 and under cannot drive one, and a rented one may not be operated by anyone under 16. Operators between 12 and 15 cannot take on passengers who are 15 or younger.
- Life jackets: Between November 1 and April 30, everyone aboard boats under 16 feet, plus any canoe, kayak, or paddleboard, must wear one.
- Alcohol: It is an offense to operate at or above a 0.08% blood or breath alcohol level. A first general-impairment offense brings probation of six months, a $300 fine, plus a required boating safety course.
Two-year registration fees vary by how long your boat is:
| Boat | Fee for two years |
|---|---|
| Motorboat shorter than 16 ft | $26 |
| Motorboat from 16 up to 20 ft | $39 |
| Motorboat of 20 ft or more | $52 |
| Unpowered boat | $22 |
Titles are not needed for every boat, and you pay for one only a single time. A title runs $30, while recording a lien is $20.
